5. Follow the money. Child Protective Services got $$$

for every child they take and place in a foster home.

If they have NO incentive to keep children in their homes. This has been written about repeatedly. Taking children has become a cash cow for Child Protective Services offices. Especially if they can terminate parental rights so that someone else can adopt those children, there is a lot of money to be had, and none at all if that child stays with the parent(s).

So just by following the money, it is pretty easy to figure out that of course they aren't going to obey their own regulations, and only take children when they are clear and imminent danger. Of course they aren't going to bother to conduct investigations before taking children. Investigations cost money. If their goal is to maximize incoming money, not to serve the needs of those kids, then then investigations are a waste of money and time and don't serve any purpose.

is actually outside of Pittsburgh in the town I'm living in BUT it is the UPMC complex of Hospitals in this region.
