1. The goal being to link the states in fury against the federal gov't?

I suppose that for some of them it will be a matter of pride to raise the level of rancor.

I doubt they have given much thought to the consequences of angular momentum if the center can no longer hold.

3. Then why would they make promise of draconian cuts over highway funds?

Considering the position of automotive transportation and its current importance to the economy, let alone the high-profile positions of Republican governors in Wisconsin and Ohio who dissed rail projects in favor of highway interests in their states, it seems it's bigger, and worse, than union breaking.

I do understand that it could be union breaking and the R's are just too stupid to realize what else is at stake. I suppose I think of them as longer on grand conspiracy and shorter on the pure stupid.
