Nancy Skinner goes on the Glenn Beck Show with subbing host Judge Napolitano to discuss the EPA's new greenhouse gas rules. Nancy is asked if bureaucrats and the EPA should be making laws instead of Congress and she says she'd much rather have scientists than lobbyists making the rules to control greenhouse gas emissions. She also points out that it was George H.W. Bush who put the rule in place that allows the EPA to make these rules.

Moving power to EPA or any Executive institutions would be to create a feudal system.

Congress makes laws to hurt consolidations.

Sides that like consolidations like unitary total executive power.
