the marginal tax rate was 90% but that is not what the marginal tax rate is now. There is a point where you lower the marginal tax rate and deficits occur and from what I have seen we have already hit that point during the Reagan administration. That is why Clinton was able to get a surplus and not hurt the economy. From what I can see is he (Clinton) hit the sweet spot.
