and then identify and round up the gangs that received them was what the whistleblower ATF agent says they were told by their superiors. However, I believe the video mentions they didn't inform the Mexican authorities about this plan, so that seems rather strange. Step A, letting the guns through to the gangs apparently went well, but Step B, identifying and rounding up the gangsters that got the guns apparently hasn't gone quite so smoothly.
If the plan had been, for whatever perverse reason, to increase the mayhem and violence that goes hand in hand with the illegal drug trade, it seems this plan would actually have worked quite well.

wouldn't the government of Mexico need to be informed of the strategy and co-operate with tracking the firearms? Apparently the cartels have all the guns they need because they left the two rifles used to kill the border agent at the scene of the crime. Some strategy these chess players have.
