July 28, 1868 - 14th Amendment - Section 1 - All "persons" born or naturalized in the United States, and "subject to" the jurisdiction there of, are citizens of the United States and of the "state" were they reside. February 21, 1871 - The Organic Act of 1871 - Created the municipal corporation of District of Columbia with its own constitution, powers not consistent with the constitution of the United States of America. This corporation created its own executive, legislative and judicial branches. With this corporate United States government, the U.S. citizens (persons) no longer had access to the old constitution, bill of rights and common law.
