that this happened at. The cops here are all young and have that

Except here, the people doing the ta sering are just sadistic and afraid. Of course, it looks like the person is resisting arrest because they are screaming and flailing due to the shock of the teaser. It is hard to say what would have happened had no tasering occurred after the woman was handcuffed.
