I would bet that this is a recently-made satire. The microphone quality, the pop, the character of the voice and the sarcastic commentary along with the repetitive use of the same clips (and the screaming kid when marijuana is mentioned) demonstrate this to be a well-made collage of late 60's, early 70's videos clips with a satirical voiceover.
