1. K&R When HMO were sold as the way to contain costs it real took so much decision
making away from the doctors and their patients... That was about 26 years ago. Today we have that system on steroids... I was told that one of the nurses that was now working with a family member, about 10 years ago, had just come back from Canada working as a nurse and was astounded at the lack of best practices being use in the health care delivery system... Her response was what happened to our health care system... My uneducated guess is managed health care systems ie. HMO's...

2. Interesting, a physician with integrity and a conscience.
Look at what happened when US physicians let insurance conpanies take over their industry. My family physician sadly took early retirement because he couldn't compete with health insurance company decisions and the red tape involved.

The philosophy which she states, or no conducting unnecessary tests etc. is the philosophy of 99.9% physicians in Canada. One physician who was found conducting unnecessary procedures (in his case breast exams and surgery) is currently facing prosecution.
