1. Just a little "good cop, bad cop" action.
Sad...the one cop seems to want to get his jollies off by giving the handcuffed man a little "Nazi - Polish torture routine". You know....hang him up by his hands tied behind his back. How disgusting.

First we cast the mentally ill onto the streets, and then we let the cops beat them into lunacy.

2. It's the mentality
Not just of the organization, but also of those that seek to become officers themselves.

That authoritarian mindset.

I remember when we watched use of force videos in my academy that me and one other recruit were always opposed to the majority of the class when it came to excessive uses of force especially when it came to incidents like this one dealing with passive resistance.

I never had to deal with witnessing a brutality incident, because I didn't run with the guys that acted stupid like that. The smarter cops realize that your mouth gets you out of more situations than your fists and that you don't make decisions when you're angry.

I always wondered if I would have had the guts to go against fellow officers on an issue like that. I heard that a trainee physically restrained a former training officer while he was beating a guy to a pulp and said "that's enough." Afterwards she supposedly got her ass chewed out by her current training officer and everyone else of course...

All that being said..I would like to see what happened before this clip started. I see that the officer got pissed. And I never believed in "thumping" someone for disrespecting you, but I don't see how even the most liberal IA investigator would sustain the complaint unless there was something more.

Unless I missed it, I didn't see an assault (a strike) in the video....well nothing that couldn't be explained as trying to get the violator under control and the officer getting frustrated with the guy's non-compliance/passive resistance.

Regardless of my feelings on this incident- this shows the importance of videoing officers and ending the "if it's not in the report, it didn't happen" rule.

If so, it's refreshing to at least hear one admit to the "if it's not in the report, it didn't happen" rule.

Most cops on DU claim to be unaware of any such impropriety and claim to be paragons of virtue. I've know too many cops who brag about the "power of the pen"

On a local popular blog here, "Second City Cop", one of the bloggers relays a story of siting through a lecture about "probable cause" hosted by the DA in the academy. After the lecture was over, the instructor came back in, laughed it off, and said "that pen in your pocket is all the probable cause you need."

7. I just quit my agency
I'm trying to get out, but it's hard to change careers and get a paycheck that'll pay the bills I have. Hopefully I get something outside of LE.

But yeah...any cop that tells you that the rule doesn't exist is spewing bullshit. That is drilled in your head on your first day of training. That's why in the early 90's, officers were resistant to in-car-video. Today it can be controlled in many situations (Mute buttons), and officers don't mind it anymore. But citizen videos are not under officer control thus making them an act of defiance. And this is why most officers flip out.

I'm different because I deployed after the academy and prior to hitting the streets. (And I never had to face a situation that challenged my beliefs or standing with other officers)

We were stationed in an impoverished country, and that experience forever changed my views on the job before I actually got to do it.

I don't wanna give away too much info, but a certain drug was sanctioned by the state- basically for pacification purposes- and we would see police officers walking down the street with that drug.

Experiences like that led me to a different ideology and moral code than most officers in my department and that is what is needed to change the mentality.

The establishment liberal attitude that diversity of skin color and gender will make things better is delusional. The system consumes people of all colors and genders through peer pressure: The authoritarian mindset of officers is the main problem.

It leads to the ends justify the means mentality thus the pen is PC mentality that is prevalent at some departments.
