2. well, in reality, your life experience of having bills and raising a family is enough to determine

some aspects of this. if you don't pay your bills, will it affect your credit worthiness? will it effect your credit rating? will it affect your ability to borrow money? if you don't have enough to pay your bills will it affect your credit worthiness and your interest rates? and if you need to cut somewhere, do you cut things that have a return and you already paid for? (unemployment, social security, medicare) or things that cost more and do not have a return? (wars, defense spending)
