My memory's hazy on it, but some bill McCain and John Walsh tried to pass to make drawn depictions illegal.
A few points I feel are important ...
1) The type of anime/manga they're discussing is actually a sub-genre called hentai. Most anime/manga is not of this nature, and most hentai does not contain questionable themes like this. Hentai, animated and not, has been legally sold in the US and is quite common in Japan.
2) The style of anime/manga tends to make characters, male and female, appear younger than the story states. This is true of the genre as a whole, not just hentai. Thus, there is a question as to whether the techniques used to depict the characters are causing a kind of cross-cultural confusion.
3) To me, this feels like something dangerously close to prosecuting a thought crime, for lack of a better word. You are punishing someone for owning erotic materials which do not depict actual people. The characters, which may or may not be intended as minors by the manga artist, are not real. They are ink and pixels. Whether that still counts as child porn is a very slippery slope.
