1. 14th Power the President does not have
There is no 14th Amendment option for the President as the power of this Amendment is reserved to the Congress. Please read the bill.

Section 5. The Congress shall have power to enforce, by appropriate legislation, the provisions of this article.

No where does it reference the President. I am all for someone exercising their power, but there needs to be a clear path to that authority. It simply does not exist in this manner.

Section 4. The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void.


In Perry v. United States (1935), the Supreme Court ruled that under Section 4 voiding a United States government bond "went beyond the congressional power."<49>

Section 5, the last section, was construed broadly by the Supreme Court in Katzenbach v. Morgan (1966).<50> However, the Court, in City of Boerne v. Flores (1997), said:

Any suggestion that Congress has a substantive, non-remedial power under the Fourteenth Amendment is not supported by our case law.<51>

3. Heh. Is KO a DC native?
Back in the '80s, the pimps in their tricked-out candy-striped Mercedes would run a "racetrack" route up and down 14th Street, from what's now the trendy Adams Morgan area down to Thomas Circle, near where 14th teed off at Constitution. They would drop their workers off at the Circle and those folks would walk that area all night. 14th and Connie was the southern end of the prostitution district and usually quite a sight to see.

Thomas Circle gained a little bit of lasting notoriety for that in the '90s by appearing in the introduction of an episode of the X-Files, complete with "Cool "Disco" Dan" tags on the walls.
