a budget. The budget is supposed to originate in the House and then go to the Senate. The Senate does not produce the budget. The House needs to look at the budget again and come up with a new proposal if the one they proposed was not passed.

Lindsay should know the US Constitution better than to say the Senate should propose a budget. Since the budget involves revenue (and that is the part the House has apparently failed to propose), it is strictly the fault of the House that we do not have a balanced budget. The House has to propose a budget that the Senate is willing to pass. It takes some compromise and working together, but the president and the Senate can only weigh in.
Obama took on far more responsibility for this budget mess than he should have.
Obama has the bully pulpit and can use it to advocate for a certain general type of budget, but he should not be proposing the budget. That is Boehner's job. If Boehner refuses to do his job, Obama should not pull him out of the ditch.
