A lawsuit is not good enough, this is a criminal act and some people need to go to prison. I am sick and tired of the police being able to commit acts of extreme violence without consequence. The mayor needs to resign, the police chief needs to resign, and criminal investigations need to move forward. We can not let this slide.

This is the kind of shit terrorists use when others rush to aid bombing casualties.
There must be some way to prosecute police interfering or trying to injure good Samaritans.

but a lower power devices. The flash bangs I was familiar with were much more powerful that what I have seen on YouTube etc. These seem to be smaller pyrotechnic devices, limited concussion is about it. Doesn't mean they are harmless or should have been used in this situation either...just that they are not your basic flash bangs. The issue is academic and has no bearing on the situation.
As for why you use them, they are a special tool for a special need. Particularly when used in enclosed spaces, they will stun people for 30+ seconds due to the blinding light and concussion. There are no fragments to speak off. There are times and places for using them (hostage situations). This clearly was not one of them.
An academic answer to your questions...but do not confuse it with supporting what happened. The level of violence was unacceptable as were the casualties. Whether they were flash bangs or something else is really irrelevant.
