But while these events were unfolding, Scott Ritter, a former intelligence officer holding the rank of Major in the U.S. Marine Corps, was warning Americans that they were being manipulated. From 1991 to 1998, he led the U.N. weapons inspection team in Iraq. He was the world's foremost expert on Saddam Hussein's weapons program. Ritter's team was able to determine the true status of the weapons program in Iraq, which was essentially inoperative and posed no immediate threat either to America or Iraq's neighbors.
