and protect'. The majority that is. But since the 70s the situation has just gone downhill.

I have been pushing for random drug testing of cops in my town because I know that many of them are on drugs.

Who has more contact with illegal drugs than cops?

I believe that administrators do not want to drug test their officers because they know what the results would be.
