It's a lie. It's not even up for debate. Are people so willing to be believe America the Beautiful and Righteous Doer of No Evil Ever that they ignore Baghdad 1991 and Operation Northern Watch and Southern Watch, which ran from 1992-2003 under 3 presidents?

Are the media so afraid of being blacklisted that they won't challenge him? And why did his most recent Argument from Authority (I'm credible because I read the intelligence) go unchallenged?
