I don't know how the issue of pardoning Libby will affect him. Bush is infamous for saying one thing and doing another, so just because he says he won't pardon Libby doesn't mean he won't. Besides, I don't think most of the rank-and-file base really care whether Libby is pardoned or not. The pseudo-intellectuals in neoconservative think tanks like Bill Kristol are the ones harping that one; tha may be a very loud constituancy, but not a terribly large one.

Even when they can no longer abide his incompetence and their perceived betrayal, they would still vote in any polling for the Repub President.
When you are at the present level, the approval rating vote for Bush is more about the approval rating for the Republican hold on the Office of President.
However, if Bush were to go on national television and announce he is really an atheist, drinking and drugging every night, has been carrying on affairs with three 16 year old Congressional pages(male and female), and intends to use tactical nuclear weapons to bomb not only Iran but Russia and China within the next week, THEN you might see those numbers start to dip.
(But if only one or two of these events came to pass, you might not see any change in his approval numbers).
