A Russian "antimissile defense system" in Cuba

The Bush Administration is determined to install their new "antimissile defense system" initially in Poland and in the Czech Republic, not far from Russia's borders.
It is supposedly to defend Eastern Europe against a possible nuclear attack from Iran, a nation without a nuclear weapon nor a means of delivering it. And this "antimissile defense system" is to be funded by the U.S., which is by far the biggest debtor nation in the world.
The U.S. government has to borrow to pay its bills as it funds its escalating Iraq war. And yet it is ready to take on more debt to fund its "antimissile defense system" in Eastern Europe.
Russia's President Vladimir Putin replied by saying to reporters, "We are being told the antimissile defense system is targeted against something that does not exist. Doesn't that seem funny to you, to say the least?"
"If a part of the strategic nuclear potential of the United States appears in Europe and in the opinion of our military specialists, will threaten us, then we will have to take appropriate steps in response," Mr. Putin added. "What kind of steps? We will have to have new targets in Europe."
This means powerful targeted weaponry such as "ballistic or cruise missiles or maybe a completely new system," Mr. Putin said.

Would Mr. Bush take it well or view it as a threat?
