You know, the one that always schemes to take power, wants to launch a nuclear strike to show our strength, and won't give Jack Bauer a few more minutes to complete his mission which will avert the strike altogether. In addition, he's secretly beholden to a cabal of powerful men who orchestrated the cataclysmic event out of some cock-eyed notion that it will make America stronger.
