They aren't going to cut off funding. If they were they would be telling him right now that no more funding is coming and he should plan on pulling the troops out with the funds he already has. Until they do that expect them to pass more funding.

go with corporate profits instead. There was alot of noise before they "caved" on that spending bill as well. They knew- and know- what their actual constituents want. But it's more profitable to court the money, and besides- all they have to do is put on a little political play, a little show of resistance without ever offering actual resistance, and they're set.

Sending him another bill isn't going to be any more effective then it was the last time. They have to tell him publicly that no more funding is coming period. Then they have to refuse to let any bill with funds for the war ever see the light of day. No more money! Not one dime more! That is the only way otherwise they'll cave just like last time.

just in time for the fall election, and I believe they will, it seems like Reid and Pelosi do, and they know a lot more than we do in that regard I'm sure.
Bush will not be able to dictate the terms of the next bill, they're just putting him on notice for that. Not that he cares, or understands, but they've done their part now. It's a courtesy he doesn't deserve, but they did it nonetheless.

He can't veto a funding bill if there is no funding bill. They have all the majority they need to prevent any more funds for this war being approved. They are not obligated to send any bill for Iraq war funding.

The majority party in the Congress, operating through the Speaker of the House, gets to decide what bills make it to the floor for a vote. That is why the Speaker is such a powerful position. Any Democrat in the Congress claiming that they "don't have the votes" is lying to cover their asses. If the Speaker decides to kill a bill in committee, the only way they can get it out of committee and to the floor for a vote is through a discharge petition, and those are rare (not to mention a pain in the ass to finish).
During the last several sessions, Denny Hastert used to rely on the "majority of the majority" rule...in other words, if the Speaker determined that anything less than a simple majority of Republicans supported a particular bill, he just wouldn't call the bill. That is what he did with the Campaign Finance bill a few years back. Hastert refused to call the bill before the House but Shays started the petition and got it to the floor for a vote. Boy it would be nice to have that kind of Speaker on our side. Too bad. In the interest of bi-partisanship, we get sold out time and again to the Republicans.
I think this is an overlooked part of the war funding bill debate. The Speaker held ALL of the power and folded for political reasons, claiming we didn't have the votes. It was a lie.
I understand why they did it, but I disagree with the reasoning. Maybe if this was 2004, but this is 2007 and things are worse. When the overwhelming majority want us out of Iraq within the next 6 months to 1 year, you may win a few moderates/independents for passing another blank check for Bush but you demoralize and alienate your base.

that is NO LIE. Bush said he would veto any timetables. They HAD to take this out of the bill or it wouldn't pass.
The Democrats were not willing to simply not pass a funding bill, that is another issue altogether.

The Dems are lying when they go on TV and say that they do not have the votes to end the war. They have a simple majority in the House RIGHT NOW as well as the Speakership. The Speaker kills the bills in committee while the simple majority keeps the Republicans from getting a discharge petition through. That looks like enough votes to me.
What would be more accurate to say is that they do not have the votes to end this war with bipartisan support. Of course, when Hastert was in charge bipartisanship went out the window.
Some of us don't believe that enough Republicans are going to revolt against Bush in September. That is what the OP is pointing out. What happens when McConnell, Brownback and the rest of the idiots start talking up the successes of the surge? Will we see Republicans revolt, or will we see another bucket of money tossed down the shitter?
