The Guardian has more on the potential involvement of US Banks in the BAE bribery scandal involving Bandar Bush bin Sultan and (though he has not been implicated in the US) Margaret Thatcher's son.

The US department of justice is preparing to open a corruption investigation into the arms company BAE, the Guardian has learned. It would cover the alleged £1bn arms deal payments to Prince Bandar of Saudi Arabia.

Washington sources familiar with the thinking of senior officials at the justice department said yesterday it was "99% certain" that a criminal inquiry would be opened under the Foreign Corrupt Practices Act (FCPA). Such an investigation would have potentially seismic consequences for BAE, which is trying to take over US arms companies and make the Pentagon its biggest customer.


As I noted last week, the payments appear to have been laundered through Riggs Bank, which for a long time was controlled by Bush crony Joe Allbritton and his uncle Jonathan. Now add in the underlying pressure here--that BAE is attempting to expand its contracting in the US. You know--to the Pentagon, which has been such a model of transparency and fair competition of late. And the whole thing stinks.

There's one more important detail in yesterday's Guardian report. DOJ has tried to go after BAE bribery before.

There is a history of rancour between British officials and US prosecutors over BAE bribery allegations. Released documents show that the former FCPA prosecutor Peter Clark clashed with Sir Kevin Tebbit, former MoD permanent secretary, over the UK's refusal to pursue allegations of corruption in the Czech Republic and in Qatar.

In the Qatar case, £7m was discovered to have been paid by BAE to the foreign minister of the Middle East oil state, and deposited in offshore accounts in Jersey. One source said: "We said to Sir Kevin, 'There's a roomful of documents in Jersey indicating bribery'. But he told us he had got a letter sent after the event from the ruler of Qatar saying he had no objections to the payment. We didn't regard that as altering the legal situation."


It's not clear when this happened, though it appears that Peter Clark was Deputy Chief of the Fraud Section at DOJ from 1991 until (apparently) late 2004, when he left for private practice. But it appears that DOJ has been watching BAE for some time--and that the connection to the US is what allows DOJ to go after BAE directly.

Given how closely this ties to BushCo, it'll be interesting to see how this plays out.

.. i would use obvious, rather than interesting. They will find no fraud, which will return the favour Blair gave Bush in going to war in Iraq.

Bandar is a big buddie of Bush, so i certainly don't expect them to actually find fraud.

4. Those 'fines' they pay are pocketchange that enables the further coverups of the REAL CRIMES
that have been allowed to continue for decades through the dealings of the House of Bush and House of Saud. Both GOP and DEm administrations have blocked the full exposure of these crimes first noted in IranContra, BCCI and again in the CIA drugrunning report.

Here's some info on her. I haven't gotten to checking out Mark Mendelsohn the other DOJ person who would actually be in charge of this investigation but Alice Fisher was a recess appointment by Bush and she would have to give the okay for the investigation to go foreward. Here's some stuff:

Fisher was nominated March 29, 2005, and her nomination was sent to the Senate April 4, 2005. Her nomination was stalled over interrogation tactics at the Guantanamo Bay, Cuba, naval facility.

Justice Department Losing Top Officials at Busy Time

The Justice Department's second-in-command, James B. Comey, is clearing out his desk today to take a job as Lockheed Martin Corp.'s general counsel. The department's sprawling criminal division has been without a permanent chief for three months. And two other divisions covering antitrust and civil rights investigations are operating under temporary leadership.

Perhaps the most intractable disagreement centers on Alice Fisher, a Justice official under Attorney General John D. Ashcroft. She is nominated to head the criminal division. A vote on Fisher's appointment has been blocked by Sen. Carl M. Levin (D-Mich.), who is seeking information from the administration related to detainee-abuse allegations. Levin has placed a hold on Fisher's nomination, taking advantage of long-standing rules allowing one senator to block a nominee, according to Senate aides and Justice officials.

The standoff stems from an FBI e-mail revealed during recent litigation over detainee-abuse allegations in which the author writes: "In my weekly meetings with DOJ we often discussed techniques and how they were not effective or producing intel that was reliable," adding in a second sentence that Fisher and other Justice officials "all attended meetings with FBI."

To Levin and other Democrats, including Sens. Richard J. Durbin (Ill.) and Edward M. Kennedy (Mass.), the e-mails indicated that Fisher may have participated in discussions of FBI objections to the tactics used by Defense Department interrogators at Guantanamo Bay, Cuba, and other detention facilities.

Fisher said in written responses to the Judiciary Committee that she did not recall participating in discussions of specific interrogation techniques. According to a follow-up letter from Assistant Attorney General William E. Moschella, the unidentified author of the FBI e-mail said that Fisher had not participated in such discussions and that he did not mean to imply that she had.

But Levin and other Democrats want to interview the FBI agent themselves, a request that the Justice Department has refused.

7. You want to take this a step further? I think they were all involved

with 9/11 including the Bushes, elder Bush as well. I can't prove it but the circumstantial evidence and my gut feelings point to a Middle East conspiracy using our military and money assets to take over the Middle East and its oil as the PNAC has outlined with 9/11 as their "Pearl Harbor incident". The Bin Ladens, including Osama, were part of the plot. For this reason, we haven't "found" him, nor does Bush "spend much time thinking about him" anymore. He knows where he is and so do the others.

The Saudis needed our military for this plan to stop the United Nations or other countries, who might object, in their tracks. So they brought in the Bushes and neo-cons with a plan to inflame this nation to war. This whole PNAC bunch are too dumb to have thought this up themselves and too dumb even today to realize that they are being used as tools. Although the Saudis pretend to promise to make Israel the big kahuna in the Middle East, this is far from the Saudi plans. I really wish we could find the proof we need. It would not only bring down the PNAC Bush regime but this whole international oil cartel as well.
