What I mean to say does he get a check or does he have to wait until he plays to get paid? Is he part of the team while he's not playing or only a team member when he plays?
Is Dick Cheney on the payroll, does he get a check even though he's the back up? Is he not part of the executive branch until he has to step in and make the big play? Heaven forbid. Is the head of the executive branch not a member of said branch? Maybe we should just stop letting them have their paycheck until we find out what part of the government they actually are. The one in the shadows?
In all honesty we should be sending the checks to Exxon, Halliburton, Saudi Arabia, Kuwait, China, and Blackwater. You know, the ones actually running America.

But in our current situation, it's like asking if Edgar Bergen was receiving a weekly paycheck from Charlie McCarthy, or if Charlie just had him on retainer.
Does anyone here REALLY think that Dubya has ever amounted to more than a front-puppet for people who had use for such a tool?
