Who got the brilliant idea to raise taxes on Internet radio stations?

What was the ingenius reason behind it? Does anyone know the actual answer? I think we all know the vague, cynical answer, but I'd like someone to name names. What fucker came up with this idea?

4. Well, reading a bit more about it, it's clear that this is a regulatory, not legislative decision
so I'm not sure what role members of Congress had. It's a strange regulatory structure. Is the Library of Congress like Dick Cheney, neither Executive nor Legislative? I don't quite get how this decision came to be on the plate of the Copyright Review Board. One thing I do get is their equating web radio with web downloading is totally inapt, so there are either three morons on this board or someone somewhere has undue influence on them.
