Is Bush Administration's manual advocating "rally squads" more proof that the Iraq War was planned?

By now, I hope you all have seen this manual, it can be found at:

It advocated the use of "Rally Squads" to drown out Demonstrators.

I noticed two things that seem odd about it.

It's heavily redacted, whole entire sections of the manual are missing, and not just blacked out, but removed and replaced with "Redacted".

It was written in October of 2002, when WHIG was telling us about "Mushroom Clouds that could kill us in 45 minutes" and Bush was talking about invading Iraq as a so-called 'last resort'.

Does anyone else think all those redacted parts have something to do with the Iraq War?

1. It's just an advance manual, telling people who go ahead of the President how to set up...

only this is important because it shows a concerted effort to suppress dissent.

This is not an Iraq War document.

Those other sections are probably about Secret Service practices that might put people at risk if they were revealed to the public.

*It might have been drafted expecting dissent from Iraq War protesters, but nothing indicates that in the manual.
