The enemy behind every bush.
I remember my father telling me that during WWII there was such a high level of paranoia that people on the east coast were convinced that they were going to be invaided any day. He was in the Navy at the time and was sent to guard a railroad bridge in Charlestown. People would throw him food from the trains...he never found the enemy, needless to say.

So today, everything is an al qaeda attack even when it isn't. Helps to keep the masses frightened and in line. This isn't new, it's been in the government playbook for decades.
