Does the CIA ask questions before spying? |

I suppose that if a CIA agent asks whether someone is willing to voluntarily answer some questions, then the person is notified that the CIA is interested and the person might conceal his or her activities and make it harder for the CIA to get information.
However, the person might give complete answers to the questions and support the answers with credible evidence.
I'm just wondering how much money is spent to laboriously spy on people when such spying might be completely unnecessary.
