In fact, a GOOD CEO would close down the project. It's too costly with too few benefits.

It's pretty cost-effective with lots of benefits in that case. Take an oilman for example, who was worried about the fluctuation of oil prices that occured whenever Saddam would pump over his OPEC quota. One year Saddam would drive prices up. The next down. Those downs really pissed people off.
Now that oilman doesn't have to worry about oil prices fluctuating or being too low. He just rakes in the cash and donates to the GOP. Good times. :)
