I think Cheney/Gonzalez should go first, and they should be easiest to snag. Without them, Bush is exposed, with no one to cover for him except KKKarl Rove, and I'm not sure KKKarl can do it alone, unless Bush promotes him to VP, which would seem a difficult hurdle to jump.
