have you ever seen 'WSHNGTNZN1' on your phone bill, and if so, what does it signify? (yes, I'm snooping through the DC Madam's records)

or is it a grouping of prefixes? I think it's a grouping of prefixes that fit into a zone. I'm not TOO sure that will be much help, since it could be any number of prefixes.

From googling it looks like zone 1 is DC (all 202 area codes), whereas WSHNGTHZN2 and others are for outlying metro regions.
