Yes, you can download free programs off the internet that do exactly that.
Pretty unfortunate that the public and apparently the media as well don't know that because when the White House said "Er... Uh... All those files got... accidentally deleted", the people responded with "OK, we'll buy that."
It might be too late now though, those deleted files don't last forever. The Bush Administration probably got an expert to 'overwrite' the areas those files were formerly in.

When you delete something in a Government setup the data is zeroed out. That is it is overwritten at the moment of deletion.

make a mistake and deletes a file by accident? So your saying that the space that the data existed in is overwritten immediately? Wow... I can see problems with that!

Windows; Linux; Unix (or some variant) - I think not. The only way to completely wipe sat off a hard disk is to intentionally do it with specialized software.
In any case re: the RNC e=mails - those had to have been relayed through so many servers on the Internet that would have had their data cached and then backed up; along with logs of the message being sent from and to, received, etc. that is is a virtual impossibility for these e-mails to be gone forever...they will pop up and dribble out sooner or later.

The Republicans have sophisticated back-up systems and experts on-call to manage those systems.
No reputable organization would be without them. And yes, Republicans know this.
They know what they're doing.
And it was a conscious decision to "lose" that information. "Deleting" emails is no trivial task.
They're taunting us.
