he's been charged with anything? I assume that Cheney would have to be charged and convicted of something before he could be pardoned, in which case he wouldn't still be in office, so I don't think this scenario is valid.

Article II, Section 2 "The President ... shall have power to grant reprieves and pardons for offenses against the United States, except in cases of impeachment."
Does 'offenses' mean (in the specific legal sense) criminal charges?

being prepared as I recall.
Maybe that's the answer, maybe Congress SHOULDN'T impeach or bring charges of any kind against Bush or Cheney until after they leave office, which by then hopefully the Democrats will have the White House, and there will be no pardons, off to prison with the both of them!!!
