The Highway Beautification Act was nice but her real contribution was keeping Lyndon in line during a very bad time. She was Nancy Reagan with brains and charm (and a redneck husband with a few gazillion more brain cells than Ronnie). She made everyone think "well if she loves him he can't be THAT bad".
She was quite the lady.
