Article IV: States that using the powers and influence of the office of President of the United States, William Jefferson Clinton, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect, and defend the Constitution of the United States, and in disregard of his constitutional duty to take care that the laws be faithfully executed, has engaged in conduct that resulted in misuse and abuse of his high office, impaired the due and proper administration of justice and the conduct of lawful inquiries, and contravened the authority of the legislative branch and the truth seeking purpose of a coordinate investigative proceeding, in that, as President, William Jefferson Clinton refused and failed to respond to certain written requests for admission and willfully made perjurious, false, and misleading sworn statements in response to certain written requests for admission propounded to him as part of the impeachment inquiry authorized by the House of Representatives of the Congress of the United States. States that William Jefferson Clinton, in refusing and failing to respond and in making perjurious, false and misleading statements, assumed to himself functions and judgments necessary to the exercise of the sole power of impeachment vested by the Constitution in the House of Representatives and exhibited contempt for the inquiry.

Universal search and replace "George W. Bush" for "William Jefferson Clinton" and voila!
Now seems a very good time for all those Republicans who sputtered and fumed that the Clinton impeachment wasn't political to make good on their bloviating.

But bush really really did all the things they are accusing President Clinton of. I would just love to stick a sock of crap in each and every one of those republicans who are still in the senate. Or send them a picture of what they are. A BIG FAT SOCK OF BULLSHIT.

Sadly we don't, yet, have such a legal basis to go after booshie...but this article sure could be applied to others right now.
Gonzo has lied on several occasions to Congress and evidence is being gathered that he's obstructed justice on several fronts...acting in a criminal nature...and thus the legal underpinning for an impeachment inquriry, the drawing up and passing of articles and his conviction in the Senate.
Hopefully, Gonzo's gonna be a big loser in the courts in the near future and the allegations can turn to solid charges.
While trumped up as they were, the Starr report was used as a "legal" underpinning to the Clinton inquisition. Conyers needs a similar legal referal or some other action out of the Judicial system that gives him far greater power and leverage in getting the criminality out.
Gonzo must be impeached and now!

They said Clinton's withholding of information was Impeachable. What do they say about Bush* withholding information? It appears it was actually taken from the articles of Impeachment and not the Star Report.

but, are we the only people who will see it? In order for this to benefit the world, some one who has the power must see it. Finding people who can actually use these snip its, and giving it to them should be a co-ordinated effort. Unfortunately, I not only do not know any one in DC, or any one else who is involved in any form of politics. Does anyone know some one (or some one who knows some one) who could use this snip it?
