It's time to force Bush's hand.

There is money already in the pipeline. Take that amount and add (if necessary) any additional cost of redeployment, but fund it no further than that.

Then let Bush choose whether he wants to use that money to leave the troops in the field on that dwindling budget, or use the money to bring them home.

Bush wants to be the decider. Let him decide this one.
