The line-item veto was a major part of the “Contract with America” that had helped the Republicans recapture the majority in Congress against Clinton. Republicans pass the measure, but took a hissy fit when Clinton used it against them. It went the the USSC that ruled it unconstitutional.

In fact what the administration is doing by telling people they do NOT have to testify before Congress is also unconstitutional, and the Democratic leaders had better recognize the fact that not only is their body under attack by the executive branch, but so is our very Republic
