List of Cheney's Energy Task Force and Dates of Meetings
Washington Post has a list of the participants to the Cheney Energy Task force and has them listed.
The list was too long for me to post so I have the link:


Vice President Cheney's energy task force had a busy spring in 2001. While drafting a national energy policy, the group, chaired by Cheney, met with approximately 300 groups and individuals, ranging from the American Petroleum Institute to Defenders of Wildlife. Below, a list of individuals and organizations who met with the energy task force, as detailed in a document provided to The Post by a former White House official.

At 10 a.m. on April 4, 2001, representatives of 13 environmental groups were brought into the Old Executive Office Building for a long-anticipated meeting. Since late January, a task force headed by Vice President Cheney had been busy drawing up a new national energy policy, and the groups were getting their one chance to be heard.

Cheney was not there, but so many environmentalists were in the room that introductions took up "about half the meeting," recalled Erich Pica of Friends of the Earth. Anna Aurilio of the U.S. Public Interest Group said, "It was clear to us that they were just being nice to us

A confidential list prepared by the Bush administration shows that Cheney and his aides had already held at least 40 meetings with interest groups, most of them from energy-producing industries. By the time of the meeting with environmental groups, according to a former White House official who provided the list to The Washington Post, the initial draft of the task force was substantially complete and President Bush had been briefed on its progress.

Notice how the oil companies each got their own meeting?

And that Environmental Groups, Renewable Energy, Think Tanks, and, Academics, various Regulatory Agencies all got group references?

I'm not religious, but Dear Lord Jesus Fucking Christ, how do how I HATE Dick Cheney.

37. The only reason they invited the environmental groups was so
they would be able to claim that they were consulted. What I want to know is when and with whom chainy discussed the move toward an oil war in the ME?

Documents turned over in the summer of 2003 by the Commerce Department as a result of the Sierra Club’s and Judicial Watch’s Freedom of Information Act lawsuit, concerning the activities of the Cheney Energy Task Force, contain a map of Iraqi oilfields, pipelines, refineries and terminals, as well as two charts detailing Iraqi oil and gas projects, and “Foreign Suitors for Iraqi Oilfield Contracts.” The documents, dated March 2001, also feature maps of Saudi Arabian and United Arab Emirates oilfields, pipelines, refineries and tanker terminals. There are supporting charts with details of the major oil and gas development projects in each country that provide information on the project’s costs, capacity, oil company and status or completion date.

Documented plans of occupation and exploitation predating September 11 confirm heightened suspicion that U.S. policy is driven by the dictates of the energy industry. According to Judicial Watch President, Tom Fitton, “These documents show the importance of the Energy Task Force and why its operations should be open to the public.”

When first assuming office in early 2001, President Bush's top foreign policy priority was not to prevent terrorism or to curb the spread of weapons of mass destruction—or any of the other goals he espoused later that year following 9-11. Rather, it was to increase the flow of petroleum from suppliers abroad to U.S. markets. In the months before he became president, the United States had experienced severe oil and natural gas shortages in many parts of the country, along with periodic electrical power blackouts in California. In addition, oil imports rose to more than 50% of total consumption for the first time in history, provoking great anxiety about the security of the country's long-term energy supply. Bush asserted that addressing the nation's "energy crisis" was his most important task as president.

The energy turmoil of 2000-01 prompted Bush to establish a task force charged with developing a long-range plan to meet U.S. energy requirements. With the advice of his close friend and largest campaign contributor, Enron CEO, Ken Lay, Bush picked Vice President Dick Cheney, former Halliburton CEO, to head this group. In 2001 the Task Force formulated the National Energy Policy (NEP), or Cheney Report, bypassing possibilities for energy independence and reduced oil consumption with a declaration of ambitions to establish new sources of oil.

The Bush Administration’s struggle to keep secret the workings of Cheney’s Energy Task Force has been ongoing since early in the President’s tenure. The General Accounting Office, the investigative arm of Congress, requested information in spring of 2001 about which industry executives and lobbyists the Task Force was meeting with in developing the Bush Administration's energy plan. When Cheney refused disclosure, Congress was pressed to sue for the right to examine Task Force records, but lost. Later, amid political pressure building over improprieties regarding Enron’s colossal collapse, Cheney's office released limited information revealing six Task Force meetings with Enron executives.

21. Like I said, Judicial Watch has not been one of my favorite
groups but their determination paid off.

It's just that folks lost interest.

The Energy Task Force had pinpointed the need for the Iraqi oil reserves long before 9/11.

41. Judicial Watch may be made up of right-wing nutbags, but they have done some good things
They have been after Bush for quite some time now, I certainly don't agree with every case they have taken up but they do have some ethics and are willing to take on corruption in both parties. They are one of the only extreme right-wing organizations I can have some respect for.

Conclusion

In a 7-2 opinion delivered by Justice Anthony Kennedy, the Court sent the case back to the D.C. Court of Appeals, arguing that the appellate court should have considered separation-of-powers claims and was wrong to conclude it lacked authority to order District Court discovery to stop. Such an order (mandamus) to stop discovery proceedings should be considered because those proceedings, "by virtue of their overbreadth," could interfere with presidential activity. Further, the appellate court misinterpreted U.S. v. Nixon to mean that the government needed to assert executive privilege for separation-of-powers objections to be considered.

I believe the lower court did order that some of the records should be released.

In the spring of 2002, under order from a federal judge, the U.S. Department of Energy released to NRDC roughly 13,500 pages relating to previously secret proceedings of the Bush administration's energy task force. (President Bush formed the task force in early 2001 to develop a national energy policy, with Vice President Cheney at the helm.) Even though the government heavily censored the documents before supplying them to NRDC, they reveal that Bush administration officials sought extensive advice from utility companies and the oil, gas, coal and nuclear energy industries, and incorporated their recommendations, often word for word, into the energy plan.

32. TWO QUESTIONS about the WP Task Force timeline and a 3/5/01 doucument obtained
by judicialwatch.org through a lawsuit.

The timing here is very interesting. It's consistent with a plan that could have been ironed out mid-February between Cheney's Task Force pointman Andrew Lundquist, Exxon Mobil's President James Rouse, and Enron's Ken Lay. IMO, two crucial questions that jump out of the timeline are
.
(1) On February 14 2001, did Rouse ask that Task Force staff prepare oil maps of Iraq and lists of companies seeking contracts, for divvying up rights to Iraqi oil reserves after a Cheney-promised US invasion? Did Ken Lay, Dubya's "Energy Transition Team" leader and lavish Inaugural bankroller, ast for them? Who asked for them?

(2) Was the 3/5/01 list of "Foreign Suitors" discussed at the 3/22/01 Task Force meeting with BP and or at meetings with 19 other drillers after March 4 2001? With whom were the Judicial-Watch-obtained documents discussed?

This story is being somewhat overlooked or overshadowed by other events, BUT we can't let it silently slip away. I hope it rates a segment on Countdown tonight.

"Cheney had his finger on a critical issue," said David G. Hawkins, a climate expert at the Natural Resources Defense Council. "He just pushed it in the wrong direction."


Sounds so innocent, so accidental. Quite an understated summation, doncha think?
