About 10,000 Pacific Gas and Electric customers in parts of the East Bay are without power this morning. A spokesman for the PG & E says the utility is experiencing about 40 different outages in Berkeley, Richmond and El Cerrito. PG & E is blaming the outages on the weather. The utility spokesman says dust has accumulated on its equipment since the last major rainfall. And because of light rain falling in the Bay Area this morning, that dust is causing shorts in the system, instead of being washed away. There's no estimate when power will be restored.)
