Officials express confidence Congress will fail again in September to curb the “surge” of U.S. troops, with only “a very small number” of Republican defectors. Aides say even Republican detractors show no sign of joining Democratic proposals. “We hear what they say, but it’s their votes that matter,” one aide says.

but it seems that the only way to stop all this is to not fund the war anymore. My bluedog dem rep won't do that, she feels that * would just leave them in Iraq unfunded and without supplies or equipment. She's totally convinced that would happen.
