Maybe it IS just one guy stepping out of bounds or...let's muse a bit...

Give Hillary credentials and rallying help so she WILL be the nominee. At the same time hit her and keep her within her limited campaign presentation. Strengthen her among Dems will while weakening her from going progressively further and begin rallying the GOP against her.

But here's more...
In conjunction with the coincidental declaration of the presidential power to seize assets of those impeding economic progress in Iraq, subtly intimidate candidates and donors by making THIS the first indication that such powers can be used against political dissent. In other words bankrupt or freeze individual campaign chests. Soros? Ron Paul for "bipartisan application"? Hillary? The Dems might not even innocently conceive of such sly pressure but it is there just as the raw power to bug all Dems through the NSA and phone companies. Why cancel an election when you can rig one, take away the dough, control the media, commit any crime with impunity?
