What action(s) must a person take to make you call police and/or other authorities?

What conditions would be necessary?

Most people can tell when someone is walking or driving around and is lost, as opposed to the person who keeps circling the block and always having to tie that one pesky shoe that just won't stay tied. I reported someone at a bank because I saw him counting the security cameras at the bank, and trying to "stand in between them." Little did I know he was with a security firm trying to boost the bank's security system.

So he was doing something right, in essence. Preparation is a good thing.

6. Yup!
He was trying to "think" like a robber. After I told the cop, he called him over because he knew has security. I didn't see a badge or anything, just a guy in a three-piece suit acting oddly in relation to the positions of the cameras. Of course, I will sheepishly admit, the reason I "caught" him was because he was hot as hell and I was checking him out! :blush:

There is an increase of community based harassment occurring right now.

There seems to be alot of activity going on in California in the Los Angeles/San Fernando Valley area.

It seems its being promulgated by government entitities/corporations paying individuals (men, women, even kids and military to infiltrate cities and neighborhoods dressed as citizens in plain clothes.

Apparently they are hiring teenagers (primarily white and hispanic males) to walk/hang out in neighborhoods and act as 'street theatre'.

Apparently it seems to be TIA and COINTELPRO rolled up into one.

They said they stopped TIA.

Right.

Just as they've been honest with everything else they have said.

This may not have anything to do with what your experiencing, however it's important now that more activists need to become aware of the community harassment and begin chatting with the neighbors.

They are targeting many activists and whistleblowers, along with others they think they can probably get away with.n

8. It depends on the nature of the activity
If it is an emergency situation I would probably call authorities pretty quickly. For example, I called the police on a neighbor of mine (years ago) when I heard muffled screaming and what sounded like someone getting the crap beat out of them. My neighbor's ex-husband had dropped by and was beating her up. More recently, when we were taking the dogs on their nightly walk, we noticed a kid walking along in the streets with a baseball bat and a flashing a light into cars. We called the police as soon as we could because there had been some car windows broken out and items missing from cars.

If it is not an emergency situation you might wait and make sure there is more than just a suspicion. I had a friend who was suspicious of a neighbor of hers. She noticed that this guy had people dropping by his house at strange hours. She also noticed that a number of people who left his house seemed to be carrying something. She figured it was drugs. She mentioned it to another neighbor who explained that the guy was a student who was working his way through school by doing everything from massages (his former profession) to tutoring. The packages that people left with contained small bottles of oils he mixed up for them and/or some his homemade, organic food. It looked suspicious but in the end it wasn't.

At my neighbors? If I see someone removing things from her property that I don't know while she's away, I'd report it. If I saw someone creeping about at late at night on her property, I'd report that.

At a bank, an airport or other such place? Bags being left behind or if I thought I saw a weapon of some kind I would report.

Is this like what you meant?

10. We called them two weeks ago.
We heard thumping against the garage door so hard it set off the car alarm. Several times. We were two women alone in the house. We called the cops and they came right away and checked everything. Didn't find anything but they said we'd done the right thing.
