1. Bush will hit 20% around the first of October. Two weeks after the
military reports we need more troops in Iraq, more money, and we'll be there at least another two years, minimum.

He could hit 0%, and he'd continue just as he has been, and the Republicans in Congress would protect him, and the Democrats would shy away from doing anything.
