Inherent Contempt for Dimwitz: Effwad Edition
DIMWITZ: What is inherent contempt and how is it so different from regular old contempt of court?

EFFWAD: It’s not different, Dimwitz. Contempt of court is inherent contempt.

DIMWITZ: But I thought inherent contempt was a special procedure, only available to Congress.

EFFWAD: No, Dimwitz. Inherent contempt is the inherent power of a legal body to force a person to submit evidence. Congress is no less a legal body than is the court which sent that evil Judy Miller person to prison for covering up for Dick Cheney.

DIMWITZ: So, when you say inherent, you really mean it?

EFFWAD: Yes, Dimwitz, inherent means inherent. It’s the natural state of things. It refers to the powers inherent to the body.

DIMWITZ: Then why are we hearing so much about inherent contempt all of a sudden?

EFFWAD: Well, Dimwitz, Congresspeople are very important. Many of them have standing reservations at some of the best restaurants in the world. They generally don’t have time to exercise many of the duties bestowed on them by the Founding Fathers...

DIMWITZ: But why is it this a big deal this time around? Why is everybody getting so worked up?

EFFWAD: Relax, Dimwitz; I'm getting to that. Usually Congress can count on the executive branch of the United States government to enforce the laws and back them up in their efforts to gather evidence in performing oversight on the other branches of government...

DIMWITZ: Oh, I know what you mean. You mean checks and balances.

EFFWAD: That’s right, Dimwitz. But every once in a while, like right now, we get a president who has no interest in allowing Congress to perform checks and balances as the Constitution prescribes.

DIMWITZ: Oh, gosh. Why would a president do that?

EFFWAD: Well, Dimwitz, sometimes the president has a lot to hide. He doesn't want Congress to have the evidence.

DIMWITZ: So they have to cancel their dinner reservations and get the evidence themselves?

EFFWAD: That’s right, Dimwitz. Congress has to get the evidence all by themselves this time. They have to exercise their inherent powers without expecting somebody else to do it for them.

DIMWITZ: That’s not so complicated.

EFFWAD: No Dimwitz, it’s not.
