The Cheney/Bush administration have a plan which would accommodate the detention of large numbers of American citizens during times of emergency. This is a secret plan which evidently no one has seen ~ except Dick Cheney and perhaps George W Bush.

during Reagan's administration that allowed for REX84 and martial law. That's why they're where they are today. Furthermore, ICE now has the control over enforcement and detentions, supposedly for illegal immigrants but that can be changed to internal dissenters at any blink of the administration's eye.

More know about this stuff than just Bush and Cheney.
