Mom: Teen rapist lives with victims
TAMPA - A mother says her 13-year-old son was arrested for raping his two younger brothers.

Placed into a diversion program, he was literally sent home to live with his victims, who are 4- and 6-year-olds.

The situation has left the family desperate to get the 13-year-old out of the house and into a program to get help, but there aren't enough beds. After her 13-year-old served 21 days in detention, they sent him home, promising treatment.

"I refused the state, but the state had told me that if I don't receive my son back in my home that I will be arrested for abandonment," she said. They also told her that her other children could be taken from her.

The state Department of Juvenile Justice says its hands are tied because the boy has not been convicted. Even if he was, there is a waiting list for state treatment and a local diversion program has a waiting list of 1,000. Though the boy is close to the top, it's not a program for sex offenders.

...underfunded and pathetic our mental health care system is, and then it's too late.

3. There's pretrial diversion for rapists?
Set a trial date and proceed. Hold him in lieu of bond until then. If convicted he'll be put away until he's 21. I'm all for attempting treatment, but the success rate for children is iffy and nearly impossible for adults.

...this is why treatment does not work IMO ~ and over 80% of sex abuse treatment fails. Because the counselors have an agenda to "punish" instead of getting to the root of the problem. When the "victim" becomes the one with all the power and have not resolved all the conflicts in their own lives, they then continue the manipulation of others, which makes their clients sicker. They may not "rape" physically but they have permission from society to emotionally rape the person they are supposed to be treating. They do this by belittling and emotional abuse until they "break down" their clients. The theory here (that IMO is just an excuse to act out the powerlessness the counselor felt at the time they were abused) is if you reduce the person to someone that is "subhuman" then you can get him to admit he is guilty. It is very much like the torture techniques used to break down a prisoner.

I know this is not politically correct to say, but believe me, it is quite common.

Rape is about power, and while there is some physical pleasure from the act, the most addicting part of it is in the manipulation of the victim. This comes out of a sense of powerlessness in the perpetrator. A person who is given power when they have felt powerless most often WILL abuse the power they are given. Also most offender counselors are not sexologists, meaning they have no expertise in human sexuality. Read the works of Harvard sexologist Dr. Money and you will find that we do not know that much about the mechanics of human sex, but what we do know, most sex offender counselors are ignorant about. If they had more insight about human sexuality they might take a different approach, but nobody ever does. After all there is so much societal outrage about anything sexual it is fine if the perpetrator is abused, nobody touches it and the abused become the abusers with our blessings. The sad part about this is, that perhaps more sex abusers would get real help if we really looked at the problem, but we let our outrage rule instead of the practicalities.

If we want to help (especially underage) rapists like this boy, we need to understand WHY he is doing this and the broken heart that he has himself. Over 90% of sex offenders were victims themselves and this is seldom if ever treated, which IMO should be treated first. Once the perpetrator can identify with the pain in himself he can then identify with the pain he inflicted on others. Instead the counselors belittle and manipulate their clients and cause even more anger in the person ~ and do not think for a minute underage rapists are treated any differently than adult ones, they are not.

Nobody identifies the problem and even perpetuates it by allowing more abuse to happen, which is considered fine because the sex act is not included ~ do you see what I am trying to say? This boy will not benefit from state "treatment" because they will not treat his own victimization and the techniques they commonly use will just make him angrier than he already is and he will grow to be an adult with a problem.
