Bush does it all the time, and it's pretty endemic to the entirety of the Republican party: Give your opinion, attribute it to the Amurikan people, and ignore every poll that shows you to be 100% wrong.
I notice that Cannon's all of a sudden sick of "partisanship" barely six months into the Democratic Congress. How sick of partisanship was he when his party controlled the committees?
