That's what they're called in MA! From the prohibition days.
All booze was sold in brown paper sacks or packages hence, 'the packie'. ;)

11. We have and had a lot of Blue Laws here too, that outlawed
selling booze on Sundays, etc.; so if it was sold it was put in a brown paper bag.
A lot of those laws have been lifted recently, like liquer stores are now open on
Sundays, but the nickname sticks.
