The right wing assault on Clinton was designed to be a punishing attack on the executive office. Why?
So that when the time came to eliminate the "special prosecutor's/independent counsel's office", dems would be more than happy to see it G O N E..
which brings us to NOW..
Just about everything we are trying to do , or may try to do in the future to bring this admin to justice, must FIRST be sent to the Justice Department, headed by the Attorney General (a presidentially appointed office. Gonzo gets to decide who will investigate and when, and whom they will investigate. He controls the reins, and there will be no "wild horses" running amok on his watch.
Of course we know he gets his marching orders from Karl Rove & Dick Cheney, but the effect is the same.
When Gonzo says "NO", the congress can always try another approach, but in that action, they only re-inforce the "partisan" claims, and eventually all these legal wranglings may end up at SCOTUS..(no friends there either).
SCOTUS does not even reconvene until October, and no doubt they would stall as long as possible anyway, or send it all back to lower courts, who have "Bush Cronies" galore too.
When republicans were so "eager" to dispose of the tool that they used so skillfully against Clinton for eight long years, the antennae should have been picking up signals, but apparently they did not..and we have what we have now..
I LIKE the idea of an Independent Counsel/Special Prosecutor, no matter which party is in charge. Just knowing that someone is watching, and they have power to unseat you and your administration, can be a powerful weapon to make sure that presidents watch their step.
Republicans know all about B'rer Rabbit and the Brier Patch, and they thrive in thorny environs. Reptiles often live in inclement, harsh territory.,. It makes them careful and crafty.
