wounded by "celebratory gunfire" seems just stupid to me. They have enough ways to die without adding soccer wins to the list.

So no need to stock up on something you can only use in a celebration.
Live ammo is useful for a number of situations there. It's a shame that come countries continue to celebrate that way, since it's almost never the one shooting that gets hurt.
My brother was in Iraq when Hussein was captured. He said that was the night that he knew they'd have problems in Baghdad. The amount of gunfire that erupted in celebration showed him just how well armed the general populace was.
